Completely new to this - what is the easiest/cheapest way to get track time?

I live in Arizona and I am wondering what is the easiest and cheapest way to get some time on a real track. I don't need to be competitive, and I don't really want to be racing (my main intention is to go fast around a track, other drivers are likely to be an annoyance but if they happen to be there then I don't care as well as long as they aren't trying to kill me). I really don't care if I am using my own car or a car that is provided for me. My intention is to get a feel for what it's like to do this. In the future I might want to do it as a regular hobby kind of deal but for now I just want to get my feet wet.

But seriously, look up a club that does HPDEs or something similar.  You usually just need a car, a helmet with the right certifications (varies from club to club, check the rules), and a checkbook.  They'll put an instructor in your car who will get you around the track relatively safely.  The SCCA sometimes puts them together, but a lot of times a local marque club will set them up.  Check the schedules for your local tracks.

No one in their right mind would do a 24 Hours of LeMons race.   (however, we are looking for one more driver in the Northeast for the CT race on 8/23+24)

Look for a PDX (Performance Driving Experience) event at your local track(s) - they should be on the local region's calendar.

Alternatively, you can look for a BMW or Porsche club event; some of their local groups will let other marques in (if they know and like you, and you ask nicely).

There are other groups like "Track Guys" or FATT (Friday At The Track), but they are East of the Mississippi - there are probably similar groups in your area, but you'll have to look for them.

Now, the final option (I've saved the best and cheapest for last) is to find a real karting track that will rent you a 125 TaG or shifter kart.  I'm not talking about concession karts or indoor karting - I'm talking about the real competition karts.  A well set-up 125 shifter is a serious machine - if you can go fast and be competitive in one of those, you can drive almost anything up to Formula Continental.  Lots of guys get hung up on the idea that it's "not a real car", but the truth is that it will out-accelerate, out handle, and out-perform pretty much anything you can afford to put on a track (unless you are far wealthier than most of us).  It also doesn't require excessive capital outlay for safety equipment and licensing.
