I read it as saying "I can remove/modify ancillary pieces to facilitate an approved modification.

does this allow removal of the hood latch system when replacing the hood?

does this allow removal of little wiring harness tie down / locating brackets when I strip the air bag harness out of the main harness?

    Reading is Fundamental:

    16.1.I

Front hoods (engine covers), engine covers, trunk lids and hatches
not containing glass, front fenders, rear fenders not part of chassis
structure (unibody), front & rear facias, and side skirts may be modified
or replaced, and may be attached with removable fasteners.
Associated hardware including latches, hinges, and window washer
nozzles may be modified, removed, or replaced.
    This does not permit
removal of the remainder of the window washer system. Fenders
may be flared as per Street Prepared. Non-metallic fender liners may
    be modified, replaced, or removed.

    16.1.O

Radio/Stereo and airbag equipment and/or its component parts, including
wiring, control modules, antennas, amplifiers, speakers and
their enclosures, etc. may be removed provided the part added, removed,
or replaced serves no other purpose
    . Any visible holes that
result from the removal of equipment must be covered with a cover
of unrestricted material. Covers may be used to mount gauges,
    switches, etc.

that's why I'm asking for clarification under the 1# clause. The clamps have to be removed to remove the air bag harness. If they fall under the 1# clause. They can be left off.

I think they would fall under the "etc" portion of 16.1.O but the only way to know for sure would be to write a letter to ask for official clarification.
