Are you sure the wheels aren't sliding? My open trailer when empty (about 1.5k lbs) will lock up the brakes pretty easily when I forget to turn back the gain on the brake controller.... Can't say it slows the truck down much when that happens. And the trailer tires are hard so it doesn't make all that much noise...

I figure that't not happening in your case, but it doesn't hurt to ask.
