    Have a neighbor who wants to bring their son, How old do they have to be to ride along?

    They must be a least 12 years of age, must have a minor waiver form signed by both parents, it must be signed by at least one parent in front of an SCCA member working the event.

    for non-SCCA clubs you'll have to check and see what their insurance says.
    my local clubs require passengers to be 16 years old and have a valid
    drivers license.

    The insurance the local independent club in my area has does not set an age limit on passengers, but does require they all wear a properly fitting helmet. Considering how few clubs stock child-size helmets, this tends to limit passengers to at least go-karting ages.
